What is a Master Plan?

  • A guiding document for decision-makers (Planning and Zoning Commission, Town Council)
  • Provides a vision for what kind of town Alpine wants to be
  • Goals and strategies for how to achieve this vision
  • Actionable steps that are prioritized to implement the plan



What is the process for the Master Plan?

The Master Planning process for the Town of Alpine began in March 2025. Over the spring and summer, the project team will gather and analyze data to better understand Alpine’s existing conditions, review past planning efforts, and engage with the community. This includes listening to residents through public events, virtual activities, and working closely with Town staff, the Planning and Zoning Commission, Town Council, and the Steering Committee.

Community input, existing conditions analysis, and a review of past policies will all help shape the Plan Recommendations—outlining a shared vision, clear goals, strategic priorities, and actionable steps for Alpine’s future. A draft of the recommendations and plan will be shared with the public for review and feedback. Based on your input, the Plan will be refined and prepared for formal approval.






What has been done since the last Master Plan?

Did you know Alpine has a Master Plan that was adopted in 2006? You can read it here. Below are some of the objectives from that plan that have been implemented, are in progress, or remain outstanding.

Completed objectives

  • Expand wastewater collection system to serve unsewered areas of Alpine and recommended annexation areas
  • Adopt the municipal master plan
  • Update existing zoning ordinance and revise municipal zoning map
  • Design and construct new wastewater treatment plant
  • Design and construct necessary improvements to municipal water system to serve existing community and recommended annexation areas
  • Annex selected lands north of Alpine
  • Complete hydraulic analysis of municipal water system
  • Encourage development of a community library
  • Prepare and adopt subdivision regulations
  • Highway widening through Alpine


In progress objectives

  • Prepare and adopt a municipal impact fee ordinance
  • Encourage development of elementary school

Remaining objectives

  • Prepare economic development strategies
  • Prepare a municipal road plan
  • Improve attractiveness of highway commercial area, establish well-defined access points and vehicular parking areas
  • Prepare a recreation master plan for the community
  • Develop a community park on municipal lands north of River View Meadows
  • Encourage development of affordable housing projects
  • Develop a community trail system
  • Develop a community transportation system
